USS Cavalla (SS-244) / Current Cavalla Restoration Budgeted items--

I wanted to share the current items budgeted for the Cavalla in the coming year.  Donations and volunteers have limited what we are able to do and the Board of Directors has worked had to set projects within our anticipated revenue.  These are the projects set up for the next year to prevent deteoriation of the Submarine.  We always need volunteers to work on the sub and donations to move ahead.  We have so much inside work we want to do but we have to attach the rust issues for all of you know " Rust never Sleeps."  Come give us a hand!

1.1  Cavalla Superstructure Drain Project:  Installation of a gravity drain for the Cavalla superstructure.  Includes scraping and painting approx. 3 x 500 feet of pressure hull and tank tops, removing an old A/C Unit, and cutting drain holes in the ballast tanks and install pipes to drain rainwater overboard. This requires the removal and reinstallation of a section of the wooden deck for access to make repairs.

    1.1.1  Priority = High

    1.1.2  Budget request = $3,150.00

        1.1.2.1  Labor  = 100 hrs x $20.00/hr = $2,000.00

        1.1.2.2 Welding / cutting = 20 hrs x $25.00/hr = $500.00

        1.1.2.3 Material = $650.00

1.2  Restore Cavalla Forward Engine Room, Lower Level Project:  Clean and preserve forward engine room lower level. Tasks include: removal of oily water from bilges per regulations, scrape and paint all areas below deck plates w/Devgard 308, and coat all bilges w/ premium epoxy for lasting protection.

    1.2.1  Priority = Medium   

    1.2.2  Budget request = $9,400.00

        1.2.2.1  Labor = 320 hrs x $20.00/hr = $6,400.00

        1.2.2.2  Removal and disposal of oily bilge water = $1,500.00

        1.2.2.3  Paint and materials =  $1500

 1.3  Cavalla Stop Leak Project: Repair, adjust, and verify the Forward and After Deck Access Hatches so that they are watertight when closed during weather events.

     1.3.1  Priority = High

     1.3.2  Budget request = $640.00

Job Description

Job Purpose:

Cavalla Historical Foundation, or CHF, (an IRS-approved non-profit, 501(c)3) manages all visitor experience, military appreciation, and maintenance functions for the American Underwater Warfare Center, which provides  for public display the USS Cavalla (Gato-class Hunter/Killer Submarine), the USS Stewart (Destroyer Escort), the sail of the USS Tautog, a Memorial to the USS Seawolf, and a Memorial Plaza dedicated to all lost submarines and submariners.  CHF seeks a highly motivated, energetic and outgoing individual to assume the duties of Chief Operations Officer and Curator for the military displays and artifacts.

Duties:
•You will ensure that the Foundation, staff, employees, volunteers and guests adhere to all applicable federal, state and local safety requirements, and that both ships and military displays are maintained in visitor-ready condition.
•You will oversee a maintenance and repair budget, coordinating your procurement actions with the CHF, and will direct the operations of a small retail outlet (ship’s store) on Park Grounds.
•You will actively recruit, oversee and mentor park volunteers on a continuing basis, taking into account volunteer experience, interests and ability in assigning tasks.  This duty may include:
•Creating priorities and assigning tasks;
•Maintaining activity lists and training materials for volunteers;
•Conducting training sessions to implement an effective volunteer program, thereby extending and enhancing the functions of the staff;
•Ensuring volunteer work hours are properly tracked and effectively managed;
•Ensuring adequate supplies, tools and appropriate safety equipment is on hand for volunteers.
•You will maintain custody, security and management of CHF’s artifact collection, and work closely with CHF Board of Directors in identifying and procuring appropriate additional artifacts as they may become available.
•You will represent CHF and AUWC at meetings, seminars and training sessions and serve as the Foundation’s ambassador with the local, national and veteran communities.
•You will direct the maintenance of both museum ships, as well as the buildings and park grounds.
•You will host and assist the U.S. Navy Inspection Team during its annual evaluation of vessel condition and staff compliance, promptly addressing inspection recommendations, preparing and submitting required annual reports for U.S Navy owned equipment and property.
•You will oversee the preparation and hosting of Memorial Day and Veterans Day services at Seawolf Park, coordinating with federal, regional and local political offices and military commands to ensure an appropriately solemn and reverent observance.
•You will assist with the Youth Group Sleep Aboard program, to promote and oversee educational outreach opportunities for various student groups, including disadvantaged groups, to include Boy Scouts and Cub Scouts of America, Seaborne Challenge, Texas A&M cadets, and other maritime based educational groups.
•You will prepare all vessels and equipment for inclement weather to include storm conditions, and maintain an effective emergency contingency plan.

Desired Skills & Experience

Skills/Qualifications:
•Ability to work closely with, and take direction from, the Board of Directors in executing the Foundation’s Strategic Plan.
•Ability to work in concert with the Galveston Park Board to align CHF and Park Board plans and efforts.
•Ability to work independently, with minimal direction and able to prioritize and accomplish the organization’s goals.
•Possess a working knowledge of basic electricity, mechanics, plumbing and construction.
•Possess and understanding and appreciation for the missions of the U.S. Navy’s surface and subsurface combatants.

Desired Attributes/Background:
•Understanding of Gato class submarines and Edsall class destroyer escorts, and their history, theory, operations, maintenance and repair.
•Proficient in basic computer and standard office-suite business applications.  Database management a plus.
•Prior shipboard experience, particularly on a combat ship, a plus.

Experience in non-profit organization, particularly in a leadership function, a plus

Tax-Free Charitable Gifts From IRA Accounts Re-authorized!
Important legislation which provides for tax-free charitable gifts direct from IRA accounts has been signed into law and is effective immediately!
On December 17, 2010, the President signed into law The Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010. This bill restores the IRA Charitable Rollover for 2010 and permits its use in all of 2011. The act is retroactive to January 1, 2010.
The principal rules for direct transfers from an IRA to a qualified public charity are:
•   The IRA owner must be 70½ or older
•   The transfer can be for up to $100,000
•   A 2010 transfer qualifies for the minimum distribution requirement

Museum Submarine Discussion / How can you help a Museum Boat?

Recently a group of Cub Scouts from Austin, Texas participated in a sleepover on the World War II submarine Cavalla, located at Seawolf Park, in Galveston, Texas.
 
The entire group, adults and youngsters alike, were treated to a recounting of the Cavallas first war patrol by Ernest “Zeke” Zellmer, Captain, USN, Ret.   
 
Zeke was a junior officer on the Cavalla when, on her maiden war patrol, she torpedoed and sank the first large Japanese  aircraft carrier sunk by a US submarine in WWII. This particular carrier, the Shokaku, was one of the carriers that participated in the attack on Pearl Harbor on December 7, 1941.
 
A couple of comments from the attendees:    “It sounded really scary” and “It was cool to meet someone who was actually on the submarine when it was active” and also “It was inspiring to hear the stories from Zeke and the commitment made to protect our country.”
for every Zeke there's another that didn't make it back.  We must continue to remember those that sacrificed their lives in defense of our country so that we can enjoy the liberties we oftentimes take for granted"
 
 
The scouts and leaders had a great time and promised to come back and visit the Cavalla in the future.

 
 
I guarantee you, if you work with the groups doing these sleepovers and participate in them, you will have enjoyed every moment of it and provided an understanding to some young soul of what it means to be a submariner and why they were and are important to this nation.

John McMichael the curator for USS Cavalla in Galveston is asking for some much needed help with his ongoing work repairing the damage that USS Cavalla and Stewart received during hurricane Ike. He has scheduled a work week for Monday, August 9th thru Saturday the 14th. Any of your time from 1 day to the whole week will be greatly appreciated. Bunking space will be available on the USS Stewart.

This weekend at the USS Cavalla in Galveston, we reinstalled the original periscopes from the Cavalla, These scopes had been pulled and sent to the Kings Bay Periscope shop where they were completely overhauled and rebuilt.
We had a great group of volunteers coming from at least 4 different USSVI bases to participate in this project. We are having a Super Work Week in August and you are invited to participate. Some berthing is available for volunteers on the USS Stewart next to the Cavalla. To sign up send me an email at g.raynor@raynorassoc.com and I will put you in touch with the right people.

ANNOUNCEMENTS –

The BIG news this time is the upcoming Cavallas Reunion.  Occurring only once each two years, these events are huge successes, as they draw from the crews of both the diesel and the nuclear Cavallas.  It winds up on 24 April with a Tolling of the Bells next to our Cavalla, a meeting of the Board of the Cavalla Historical Foundation, and a Banquet in the evening.  For details – go to Coordinator Lee Hadley at lhadley@gt.rr.com.

And the SAD news is the death of our good friend and Volunteer, Bill Thirtle.  Bill was our “Volunteer of the Year” for 2004.  For many years, Bill could be found guiding visitors through our USS Cavalla.  He was just “always there”.  His Son, Barry, also one of our most loyal Volunteers, tells us his Dad’s service included not only Submarines, but a DD, and a second career as “motion and still picture photographer” in the Air Force.  As is often the case, Bill’s contribution to his community involved a variety of other volunteer programs, including teaching at the local Community College in the Adult Life and Learning Program.  Bill will be MISSED.
From the VP and Communications Chair….. Planning Committee has approved a By Law change that makes that Committee official.  Communications Committee has approved a proposed change that defines the role of Chief Administrative Officer.  Other proposed changes modify check-signing provisions.  All proposed changes will be placed before the Board for approval at its April meeting.
From the Planning Committee …… Of first importance is the setting of priorities now that  most of the post-Ike recovery has been done.  High on the list are the hiring a Chief Administrative Officer and the securing of Cavalla and Stewart to withstand the next hurricane.  Other projects, both administrative and having to do with our physical assets, tend to separate themselves based on the availability of funding.  Hence, an effective fundraising program is also at the top of the list.  
From the Chief Operations Officer ……A quick list of work done includes:  repair of leak under Stewart’s #3 3” gun, prep for installing refurbished periscopes, arrangements for trip to Beaumont to replace artifacts lost to Ike (clocks, chronometers, sextants and anything else worthwhile).  Weather permitting, fill around and under Stewart should be started this week.
On 27-28 March, the Navy sent its team to inspect Cavalla and Stewart for proper custodial maintenance.  Once more (and this was an important year because of Ike) the Inspection Team went away very pleased.  Following a very laudatory opening to the report, here are some of the highlights of their assessment:
•   Ex-USS Stewart ------was righted from a post-storm 17 degree list by re-floating (and repositioning) her.  Ex-USS Tautog Sail was returned to original setting after having been torn from her concrete foundation.
•   Ex-USS Cavalla was patched after having sustained collision damage from storm debris.
•   Forty-six, forty yard containers of storm debris was cleared from the park.
•   The Memorial Circle monument and display was repaired
•   The Fishing Pier was repaired and restored.
•   Playground and park recreation equipment and park amenities were replaced.
•   New Cathode Protection System was installed in both ships.
•   New power supplies and transformers were installed.
•   Mold remediation was completed on USS Stewart.
•   New attractive heavy-duty security fencing was installed around the military display.
•   Parking Lot was repaired.
•   Park maintenance vehicles and equipment were replaced, and landscaping was redone.
•   A new Veterans’ Memorial Monument was added to Memorial Circle.
•   New Visitor entry stairs installed for both USS Cavalla and USS Stewart.
•   Six replacement Air Conditioners installed in USS Cavalla

From the Administrator …..(See “Treasurer”, below)  With funds now on hand, installation of Cavalla’s refurbished periscopes is now set to begin on Saturday, 1 May.  A crane will be on hand to pull the old scopes starting at 0800.  Critical to a quick completion is the condition of the bearings.  The hope is that things are good enough to allow installation of the new scopes without having to hire the crane for a second time.  Also critical to success are VOLUNTEERS!  Any who can stay more than one day will make a big difference.  Call John and make a commitment – John’s Cell is 409 770 3196, or email at macm@airmail.net.

From the Treasurer …..  The special Periscope Fund: has worked very well.  We do not have the final tally as yet - some donations are still trickling in, but we have been able to.get $2000 matching funds from USSVI so the first $2000 in donations has doubled into a total for the Fund of $4000!!  This will go a long way to help with the installation of the newly refurbished Cavalla periscopes.  Contributions have come from many donors and from all over.

From the Park Board ……  Plans are again in place to build a new Ticket Office at the Park Entrance.  Permit was applied for 2 weeks ago, and approval could take 4-6 weeks more.  Time to build?   Well, the target is 60 days.  Resolution of the “restroom” issue – there will be no public restrooms in this building.  Looks as though a Grand Opening will be about two years after Hurricane Ike !!      
From the Editor  ….. Keep your calendar clear for the Memorial Day ceremonies (details in the next issue).  Plan to attend this impressive and moving event.
We have included a large part of the Annual Inspection Report because it is so compelling.   Read it thoughtfully – one cannot help but be impressed with the accomplishments.  
Technically, CHF does not actually own our two vessels.  We have full responsibility for them, but the Navy does an Annual Inspection to satisfy itself that we are taking proper care of them  

No pictures from anyone this time.  I thought of putting in a couple of myself – I have a great one of me on the helm (for two hours) of the 125 foot gaff-tops’l schooner, MARY DAY off the coast of Maine last June.  But, NO, my humility got the better of me.  Look out though – if I don’t get any pictures for the next issue – I’m gonna run it.

CAVALLA PERISCOPE REPLACEMENT HAS A FIRM SCHEDULE.
 
The periscope replacement is set for May 1, the crane has been scheduled.
The procedure will be as follows:
May 1, 8 am pull temporary scopes from Cavalla
Enter the sail and clean and lube all the scope bearings and examine
for any problems.

As soon as that work is complete, and we do not know what we will find when we examine the bearings, then the Repaired Scopes will be installed.

If any can come for 3-4 days, then the job can be completed at less cost. IF we have to finish on the second weekend, then the crane rental will cost more.

CAVALLA HISTORICAL FOUNDATION John McMichael and CHF needs to raise funds to install the rebuilt periscopes, so we are calling on our fans and friends to consider making a donation.
1. a donation of time to do some dirty work in the sail in preparation for the replacement.
2. Donation of funds needed to rent the large crane necessary for us to do the job.

1. Install new periscopes- This project would probably require two work week-ends to prep the area properly, with a crane rental on the 2nd. Would require 4-5 volunteers each time who are willing to do very dirty work.
2. Repair the area under the #3 3” gun turret on the Stewart. Temporary repairs were attempted with devon but failed to stop the leak into the Stewart. Will require removal and lifting of the Gun.
Probably require crane and welding repair etc.
3. Scrape Prime and paint the Tautog Sail.
4. Repair the bow of the Cavalla damaged in IKE ( this will probably require hiring it done because of equipment and expertise needed)

5. Prep and paint the Stewart exterior
7. Repair mess tables in the Stewart
8. Paint interior of Cavalla bulkheads - this could be done with volunteers if we can get them reorganized. (even if all the components are not yet repainted would greatly enhance the appearance of the submariner interior)
9. Paint and Scrape engines and engine room of Cavalla
10. Repair significant rust and corrosion on Cavalla Sail
12. Landscape along Stewart to keep water flowing away from ship. (requires dirt fill and possibly bobcat rental) Good project for volunteers to assist with.
13. Bunk Frames in Cavalla. Repair and if necessary construct replacement parts etc.
14. Repair existing Cavalla light fixtures, this requires removing them, cleaning, replacing transformers and starters and reinstalling. (another good volunteer project)
15. Replace the cat5 cable and 4 cameras inside the sub for the webcam. (Cable needs to be rerun outside and inside since the storm and new cameras purchased)
16. Prep and paint engine rooms on Stewart
17. Replace flying bridge wood deck on Stewart
18. Repair the plumbing torn out by the storm from the Stewart to make the heads and showers workable again.

USS Cavalla (SS-244) / Cavalla Update

Dear Members and Friends of the Cavalla Historical Foundation,
2009 has been a challenging year of recovery from Hurricane Ike at Seawolf Park.  We would like to thank each of you who contributed to our special Hurricane Ike recovery fund raising.  We received support from people around the globe who recognized the value of continuing what was started in 1998 to restore the USS CAVALLA and USS STEWART and continue our purpose of educating the public about these ships and the role they played .  The American Undersea Warfare Center visitor’s center will not only educate the public , but it will continue to honor and remember the brave sailors who served on these and other ships. 
During this recovery phase, The Stewart was floated back into position, volunteers did a great deal of salvage work on the ships to make them accessible to the public once again and under the direction and able leadership of our Curator/COB John McMichael. The displays  were reopened to the public in the early summer.
The Memorial Plaza has been repaired, interior spaces on the Cavalla and the Stewart have been retiled. Two periscopes were repaired at the Periscope shop of the Kings Bay submarine base  and are back ready to be installed.
Work goes on every day to enhance the visitors experience, but we need your continued assistance to keep going.  Please take time to consider making a donation to Cavalla Historical Foundation today. We need to raise funds to rent the crane service necessary to replace the periscopes,  to provide storm surge protection for the ships and prevent the Hurricane Ike type catastrophe from happening to the ships again.  The Board of Directors is working hard to provide solutions to these and the many other projects, but it takes dedicated volunteers to work on the vessels, and Donors who have the vision and love of the history of these ships to supply the funding to keep us going.  We hope that you will contribute either as a volunteer on the ships or by supporting our work financially.
During the past year, we lost founding Board Member Capt. Zeb Alford, his zeal and energy in promoting CHF and our work will be greatly missed.  We are accepting donation in his name to carry on his vision.
The upkeep and maintenance of these ships are funded solely by a share of the gate receipts and by private donations. Your continued support is necessary to complete the restoration of the ships and to build the Visitors Center.

John can always use volunteers at the park.  We have two rebuilt periscopes to be  installed.  In order to do that we need to get in and clean up the bearings etc.  So if you can help just contact John McMichael at macm at airmail.net 
 
Also there is a special reunion work week and bash in August, 9-16.  Lets see how many of the original volunteers we can get to come done and see the difference from the early days and put in some man hours continuing the restorations.  And how many new volunteers will join in.  Some bunking is available on ships.  Dave Stoops is taking the list of those coming so we can send out detailed information as the dates approach.

We now have a PayPal donation site up on the Cavalla Web page, posted as a link on Facebook and setup as an email link to go on emails sent out by CHF board members.  Hope it will help to produce some funds for the Restoration and Maintenance.  There is still a lot of work to be done to recover from Hurricane Ike.  This weekend, John and Billie will be hosting the first sleepaboard since Hurricane Ike for a group.
