Title: Need an Article

I'm trying to find an article from, I believe, the Naval War College Review.

Author: William J. Riffer
Year: 1989
Title: "A Study in Operational Failure: Japanese Submarine Operations in World War II"
Pages: unknown

I can't use inter-library loan as my reference does not list any page numbers.  If anyone has it, pleae let me know.  I'll pay for photocopying the document and postage to mail.  A PDF to email is even better.

Email me or send me a PM... I live near the Naval Academy and can get into the library there to see if they have that document. conversely, I can call over there to check before going there..

I've searched the internet but can't find this...my only remaining hope...unless someone has a copy of this...is to try the Naval War College.
